The Greatest F1 Reject Tournament

As the offseason madness continues, how about a tournament to determine the best F1 driver never to manage more than the "3 6th's, a 5th and 6th or a 4th place". That is right, official F1 rejects!

I am keeping the details of the tournament a surprise, but right now it is the nomination stage.
You guys can nominate up to 10 eligible drivers each and all nominations will compete, this is to determine the seeding.

The only rule is I will not accept currently active F1 Rejects, so any driver that raced in real F1 2013 is automatically disqualified.

The number 1 would score 25 points for seeding, going down to 1 points for 10th as is the current F1 points scheme.

1. Scott Speed (Both a F1 and NASCAR Reject with a career best of 9th in both series with the 2006 Australian GP and the 2013 Talladega Spring Race as the pair of 9ths)
2. Gaston Mazzacane (Finished most laps in his rookie season of all drivers, but well off the pace)
3. Piercarlo Ghinzini (111 races and two points)
4. Al Pease (Too slow)
5. Kevin Cogan (The crashes in the Indy 500 in 1982, 1989, and 1991 show it all. Also choked the 1986 Indy 500 on the restart to finish second which a 500 win could have lifted him off the list)
6. Yuji Ide (pulled super license says it all)
7. Luca Badoer (most races without points, finished 14th in a Ferrari which is a strong car)
8. Jean-Denis Deletraz (King of the Pay Driver)
9. Jim Crawford (two F1 races, best of 14th, never finished above 6th in IndyCar)
10. Shinji Nakano (Not to be confused with Caw Swide Shigeaki Hattori who was so rejectful he never made it to F1)

As others have said, Andrea de Cesaris is not an F1 reject, so I have adjusted the points for the rest up 1 and you have another driver you can nominate.

As cool as Voeckler and Roda are, I am only accepting "Reject" F1 drivers from this universe that competed between 1950 and 2012 and DID not compete in 2013.

Voting is now closed. There will be 64 drivers competing across 4 blocks to determine the greatest driver never to unrejectify themselves.
However 82 drivers have been registered meaning before we hit the competition proper we have to do the pre-qualifying.

The 36 least backed drivers in the nomination stage will have to do battle for the 18 last competition spots. The theme for this round is pre-qualifying, the drivers will be placed against each other 1 vs 1 and the driver you believe could pull out the fastest lap time under pressure will go through to the main competition. For argument sakes the 2 drivers will be given identical cars in which to set their lap times.

Well this is a real hard one. Forini's qualifying results are 26th, 26th and DNQ. And as far as I can tell, apart from when other drivers had problems, Yamamoto only ever qualified higher than last once... Wow... I'll go with Yamamoto because he has more expierence of being terrible.
