Possibly because everybody is expecting the RB7 to be the class of the field again, and Red Bull have already said that they are building the team around Vettel from this year onwards.

I know it's a bit weird putting McLaren as ROTR if Button finishes in P8, but as a whole team they will be very poor, memories of 2004 when Kimi was scrapping with the Saubers before he retired. I think there will be a saftey car in the race and this will play to Button's advantage.
