FIA and FOTA have agreed new budget cap of €15 million for 2011. FOTA members will also provide support to other FIA series, like WTCC, FIA GT and the reformed Sportscar Championship.

May 7th, 2010

New rules for 2011 were announced.

Technical
Cars maximun width is 2.00m and height 1.00m. A major improvement for cars is lenghtening of side protection zones. Cockpit must be designed in a way that enables the driver to exit without removing anything but steering wheel. Systems like the F-duct are forbidden. Double diffusers are forbidden.
Sculpted underfloors are allowed, but side skirts are strictly forbidden.

Engine rules were changed radically.
Engine displacement rules for season 2011 are the following:
- 12 cylinders, max. 3499cc
- 10 cylinders, max. 3499cc
- 8 cylinders, max. 4199cc
- 6 or less cylinders, max. 5000cc
Turbos for petrol engines are banned.
Carbon composite and exotic metal alloys are forbidden.
Starter motors are not allowed. Anti-stall systems are allowed, but they must cut the engine in 10 seconds in case of an accident.

Refueling is not permitted.

Slick tyres, provided by any manufacturer, 355mm wide front tyres and 380mm wide rear tyres.

Sporting

1 hour prequalifying in thursday, two 1 hour practise sessions in friday, one 1 hours practise session, 1 hour qualifying session in saturday with 15 laps maximum, 30 minute warmup session in sunday morning. Race is in sunday afternoon, with minimum distance of 250 km and maximum distance of 800 km.

Drivers for prequalifying are selected randomly in thursday morning.

Point system for 2011 is the following:
1st 2nd 3rd 4th 5th 6th 7th 8th 9th 10th 11th 12th 13th 14th 15th Pole Fastest lap
30 25 21 18 15 12 10 8 7 6 5 4 3 2 1 1 1

Half points are awarded in case of the race is halted before 75% is completed.

Penalties:
- drive-through
- 10 second stop-and-go
- disqualification

Penalty must be completed in 5 laps
If driver gets a drive-through or stop-and-go penalty when less than 7 laps to go, the penalty is changed to a time penalty added to the drivers time after the race. The time added is determined by calculating how long it takes to drive through the pit lane and rounded to nearest 5 seconds. The Jury ordering these penalties consists of 3 former racing drivers.

This is great, but the points system is a bit flawed. 2 points from 2nd to 3rd, but 3 points from 3rd to 4th...

Teams agreed to unlimited engines, 2000 km of testing in the first half of the season and 1000 km in the second half, spare cars are allowed, teams don´t have to build their own cars, but the car has to be of an older spec, but it can be modified freely.

Also the old numbering system was reintrodused.

August 2nd, 2010

FIA published the provisional entry list for 2011:
1&2 - reserved for 2010 champion(Red Bull, McLaren of Ferrari)
3&4 - Mercedes GP
5&6 - Williams
7&8 - reserved for McLaren, if not champion.
9&10 -
11&12 - Lotus Racing
15&16 - Renault
17&18 -
19&20 - Benetton
21&22 -
23&24 - Toro Rosso
25&26 - ART Prost GP
27&28 - reserved for Ferrari if not world champions
29&30 - Sauber
31&32 - Force India
33&34 -
35&36 -
37&38 -
39&40 -

Yes, but now you've got 5 points 1st to 2nd, and 7 2nd to 3rd. Points aside, though, this looks pretty interesting.

I hate to bug people but...

All that's left to do with the points is to give 3rd place 21 points instead of 20, and 4th place 18 instead of 17, then it's all good!

Joest Racing is planning to enter in 2011. They have started to build their chassis just two weeks ago, so they might not enter first 2 or 3 rounds.

Lamborghini announced that they have applied for 2011 season, but it´s unclear if they manage to build their car.

Finnish racing team Koiranen Bros. Motorsport said that they are interested in joining for 2012 season.

Joest Racing announced that they would run their car with Cosworth-engines.

December 1st:

FIA announced that the new numbering scheme will have a slight change. Traditional numbers couldn´t be reserved.
