I'm afraid I am going to have to withdraw the Part time 91 car as Foyt Enterprises have given up in looking for a driver they feel would fit in for the ride. We would also like to claim a refund if possible.

As agreed earlier, Childress will sell 2 cars and engines to Bill Davis for $2 million, and two cars to BAM for $2 million. BAM would also like to buy the #91 REC from Foyt for $250k

Yates would like to bid to add Darren Turner to the #98 roster as long as he is approved. This will be for at least one of the road courses plus a few short ovals. Turner dominated ASCAR in just about every race he did back in 2002 and would certainly have been champion had he done the full season so we are optimistic this is sufficient for approval. ;)

We would also like to give some short track races in the Busch series and/or ARCA (which ever series they can be approved for) to Oli Playle, Anthony Swan and Chris Cooke in the hopes they can eventually be ready for Cup competition. This will be a partnership with ASCAR's Team West-Tec.

AJ Foyt Racing has sold the #91 REC to Richard Childress Racing for $250k, as per chat negotiations.

As for car sales, I will process these when we developing and building cars.

Phoenix Racing confirms an agreement in principle for the acquisition of a Roush chassis for the #09 team. Which spec of Roush-Yates engine it will be mated to is TBC.

JEFF BURTON
Winless since 2001, Jeff Burton has endured a difficult pair of years with Roush, never really having been a major contender for victory. Despite this, he has garnered quite a bit of interest in the second round, with bids from Roush, Evernham, and Hendrick. Evernham and Hendrick offer only single year contracts, while Roush has a very generous $5.3 million deal on the table, for 3 years, with a $100k bonus for each win. Burton is very happy to secure his future and signs there and then. He will continue to drive the #99 car.

MICHAEL WALTRIP
Waltrip was hoping to attract an offer from Hendrick or Roush, but one was not forthcoming. He did receive offers from PPI and BACE, however. PPI offer a potential resigning in 2004, should he score 15 top tens or win, while BACE offer a near-majority stake in team ownership and a Prost F1 car he is almost certain they don't have. Waltrip has no interest in ownership either, as he already owns his own team. There is also, of course, the existing Bill Davis offer on the table.

RICKY CRAVEN
Craven received a number of second choice offers, but nothing concrete. By far the most appealing is the Roush offer, though as he knows he is only pursued as a backup, he suspects whoever is ahead of him will likely jump all over that contract. He's starting to regret turning down that Petty contract, but as luck would have it, his old employers at PPI have come crawling back. It's the least immediately appealing option out of 3, with less money, but there is the potential for contract renewal, and with Waltip declining, there would be no more waiting for him. The other option is with Haas, who Craven suspect he has a better chance of landing with than Roush. That documentary offer sounds kinda interesting too.

After a bit of a hectic off-season, Craven winds up back where he started, in the PPI #32 - a little miffed that he had to wait this long for a contract renewal, but mostly just glad he still has a ride.

BEN COLLINS
After dominating the ASCAR championship, Ben Collins received a rather interesting offer from PPI, to compete part-time in the Cup series. By far the best option Collins has of furthering his career, despite the massive disparity between NASCAR and ASCAR equipment, he is very pleased to take the opportunity and will drive the PPI #64 in 2004.

CASEY MEARS
Ganassi's other rookie in 2003, Casey Mears had a very very dismal rookie season in the 41 car, with many crashes and poor finishes - he only cracked the top 15 once. Ganassi has not seen fit to continue his full-time career, but has offered a part-time deal in the #13 car. BACE have offered a full-time deal to lead the #74 team, on the other hand. It pays slightly less than the part-time drive, and most likely will be extremely poor equipment, but Mears is still a bit upset at being kicked out of his old ride by Ganassi.

Mears swallows his pride and accepts scaling-back his career in 2004, in the hope that it will advertise his ability better than a whole season in lesser equipment. He will race the #13 part-time in 2004.

JASON LEFFLER
After running a few races last year for Gene Haas' squad, Leffler finds himself offered a full-time ride in 2004 with BACE. He had an offer from Ganassi as well, but that fell through. His last attempt at running full time in Cup ended disastrously back in 2001, but hey, a paycheck's a paycheck at the end of the day. He'll take the offer from BACE and drive the #74.

STERLING MARLIN
A title contender only 18 months ago, Sterling Marlin's career would seem to have taken a mortal blow at Kansas in 2002 when he broke his neck in a crash. He failed to gain a single top 5 in 2003 and Ganassi shut down the #40 at the end of the season. Already in his late 40s, Marlin is starting to wonder if it's worth continuing... he has an offer from Evernham to drive the #9 car though. It's as good a drive as he's likely to get for the rest of his career.

JEREMY MAYFIELD
Once a promising talent, Jeremy Mayfield has struggled since falling out of favour with Penske around the end of 2000/2001. Two years with Evernham produced little in the way of competitive results, but he has received a couple interesting offers. The first is a 2 year deal with Roush to run in the #97, while Haas is offering a more modest deal for one year, though with so extras attached under the table, so to speak. The opportunity to resurrect his career with Roush is a great opportunity, however.

JEFF GREEN
The 2000 Busch series champion in dominant fashion, Jeff Green has struggled to turn that into Cup series success. Pole position for the Daytona 500 in 2003 was his only triumph in a difficult year that saw him jump from Childress to DEI, to Petty, and then into the unknown. Gene Haas has offered a 1 year deal for a not-inconsiderable $500k, plus a dartboard featuring his favourite ex-teammate, Kevin Harvick. Green happily agrees and invites Haas to a celebratory game of darts. He will drive the #0 car in 2004.

GERMAN QUIROGA
A competitor in the Barber Dodge series for the past two years, Quiroga has received a surprise offer from Andy Petree to run full-time in the Cup series in 2004. With his only other option being to return to his native Mexico to race in the new NASCAR Corona Series, Quiroga is happy to continue his career in America, but is a bit nervous at making such a leap.

Beechler has an offer to switch to NASCAR for 2004, running part-time in the second BAM car. Hey, it's a living, right? He'll see what sponsorship he can rustle up.

James Finch is not impressed. 500K for 11 races was originally offered to Wawd Burton as an act of good faith, but having been snubbed, that offer is now only 200K for those 11 races.

-Stanton Barrett and Larry Gunselman will race 6 races each
- PJ Jones can race free of charge in the 2 road course tracks.
- As Klaus Graf would like less races we will see if he wants 3 races
If that all works out that leaves the 07 with 19 races to fill.

Bill Davis Racing

BDR will purchase a part-time REC from NASCAR, which will run as #27.

The car/engine package for this team will be a the #91 Chevy provided by BAM Racing on a rental basis, with a pre-agreed fee of $100K for the 12 race programme.

For Sonoma and Watkins Glen, Ron Fellows will be racing for this team. We can assure him the car/engine provided will be of the same spec as that used in the #15 team, with which Michael Waltrip will now be entering said road courses in his regular car.

For the remaining 10 races of 12 for this part-time car, a deal has been struck with Hendrick Motorsports to run their development driver Kyle Busch. A development fee of £1.3 million will be paid to Bill Davis by Hendrick for running him.

The full schedule for the #27 is therefore;

As agreed with Bill Davis Racing, the #91 BAM car will be leased to them for the above 12 races at the agreed fee. As a result, the #91 BAM car will run the following races to avoid conflicts:

With the Hendrick offer not forthcoming, Burton has the option of a little under a third of the schedule with Phoenix for $200k, or a little over half the schedule with Ultra for $300k.

Likewise, Klaus Graf is happy to contest 3 races for Ultra. He'll add $50k to the coffers.

JOHNNY BENSON
After looking like he'd have to sit 2004 on the sidelines, Johnny Benson jumps at the opportunity to drive for one of the top teams in NASCAR. He'll very gratefully take the offer to drive the #48 car.

And with that, the driver signing phase is over. Now it is time for...

CAR BUILDING
There are 3 components every car in the field requires. That is a Chassis, an Engine, and a Pit crew. You can find the relevant details for all 3 on the spreadsheet.

CHASSIS

A chassis requires a chassis design, which is a one off cost (listed in column F in the Chassis box on the spreadsheet). Works teams must design their own chassis', though every other team may choose to purchase customer versions of works designs if they so desire. However, customer chassis will use stats from the next tier down from the Works design, with the corresponding build cost.

You will then need to build each chassis individually, which will cost 10% of the design cost (listed in column G). Although these are all one-off costs, they will cover the running cost for one chassis for the season. As such, a part-time car will cost one-third of the normal build cost. If you then want to convert that car to a full-time car for some reason, you will have to pay the remaining build cost to allow you to do that. Please note at this stage nobody is able to design tier 1* or 1** chassis.

Joe Gibbs Racing (Chevrolet)
Richard Childress Racing (Chevrolet)
Roush Racing (Ford)
Robert Yates Racing (Ford)
Penske Racing (Dodge)
Evernham Motorsports (Dodge)

ENGINES

Engines are developed by certain engine shops for each manufacturer. These are not currently controlled by users, however, teams with their own engine shop are only able to use their own engines. As with chassis, the purchase price covers the running cost for a full-season - supply for a part-time team is a third the listed price.

PIT CREW
Finally, with pit crew, you simply need to commission a pit crew of the desired tier for each team. Once again, the listed cost covers the full season and scales with how many races the car in question is entered for. As with chassis, you cannot request a tier 1* or 1** pit crew.

Use the following form to build each team.

I think that with our 750k we can't have a complete car.
