It is Nurburgring, and it is close to 1964, but driver and year are wrong.

2006 Williams FW28 - Barcelona. Judging by the Helmet its Narian Kartikeyan although technically he is not a reject.

With nothing to back it up aside from the fact he drove in rallies and that some sponsors seem vaguely Portuguese, I'm going to guess Pedro Chaves, Rally Portugal, 2000...Toyota Celica?
