Ruleset:

Cars:
South American F4 is a one-make series, based upon This Could Be You's Dome chassis and a 1,6L Fiat-Abarth engine.
The teams have to choose whether they're running with a conservative, a moderate or an aggressive setup. If no other choice is communicated, a moderate setup (no grip/CFP changes) will be the default choice.
Running an aggressive setup means a small grip boost, but higher CFP. A conservative setup will reduce your grip but make your car more reliable. The setup may not be changed more than twice over the course of the season.
No further upgrades to the cars are allowed.

Drivers:
14 two-car teams are allowed to enter the series on a first-come-first-served basis. Users missing out may join the waiting list. Only teams based in South or Central America are allowed. The teams will compete for a team championship.
Drivers should also preferrably be South or Central American, but don't necessarily have to. Minimum age is, as in every other F4 series since the beginning of the 2019 season, 15 years at the time of the first race of the season (DOB before 26/01/2004).
Both real-life and fictional drivers are allowed - rookie performances (as well as performances for RL drivers without sufficient sources on their background) will be RNG'ed, other performances will be evaluated on the ground of previous results.

Races:
The races will follow the same double-header format used in Anglo-Irish F4 and NAF4, consisting of two approximately 40 km long races, each with separate qualifying. Each race will see two cars fail to qualify, since the maximum grid size is set at 26.
An exception will be the last round at Curitiba, supporting F1: after two regular races on Friday and Saturday, a double-length race with double points will be a last title decider.
The points system is the same 15-12-10-8-6-5-4-3-2-1 system used in other F4 regional series. Pole position and fastest lap give 2 points for each race. The penalty system is the same used in the other regional series.

Driver Upgrades:
Here the big innovation of this series - an opportunity for team/DEC owners to "play a role" in the drivers' performance.
Drivers are divided into two categories: "Stay-at-Home" (DEC owner manages upgrade path) and "Academy" (team owner manages upgrade path). Real life drivers are always treated as Academy drivers.
There are 6 upgrade tokens for each driver. Between 0 and 3 of them may be spent between the first round of the season and the first test, between the first and the second test as well as between the second test and the last round of the season.
There are 3 upgrade classes, costing 3, 2 and 1 token respectively. 3-token ones can give a bigger advantage - but be aware: they have a greater chance to backfire... No (single) upgrade may be used more than once.
Apart from that, the two mid-season tests provide for upgrade opportunities.

Alejandro Gomez is looking for a drive in SAF4. He has Café de Colombia money, enough coffee beans to make a barista squeal with excitement and plenty of personality.

He does not bring cocaine, he's not that kind of guy.

So. 4 spots left - deadline for teams and drivers is January 1 2017.
I'd like to remind that for those fictional drivers whose DEC holder and team owner are different, you need to specify whether they are Stay-at-Home drivers (DEC holder takes care of upgrades) or Academy drivers (team owner takes care of upgrades).

3 spots left - deadline for teams and drivers is getting closer. I would be glad if team owners could take care of their liveries, or at the very least give some ideas about how they want them!

But first, I'll RNG Caio Collet.

Caio Collet
Two offers for the Brazilian karting ace - he prefers the Eurofarma Juniores one, due to them being Brazilian and having asked for his services first.
1-70: Eurofarma Juniores
71-100: Pillán Competición
...
48, Collet signs for Eurofarma.

Gianluca Petecof
The Brazilian is flattered by the F4 offer, yet is not 100% sure whether he's ready to make the step up from karting.
1-90: Accepts
91-100: Sticks with karting
...
6. Petecof completes the Eurofarma lineup.

My attempts at doing GP2 liveries have always turned out horrendously, so if someone could cobble together a livery based on this, it would be much appreciated;

Pillan Competicion will atempt to sign Enzo Fittapaldi for the second seat.

With regards to the livery if someone could do a car painted in the Chilean Flag colours with sponsoeship from Entel and Ace Team.

Silver Line Racing would like a livery similar to Felipe Giaffone's IRL car as the base, with sponsorship from Gatorade, and whatever sponsors our drivers bring to the table

The Sandoval cars would like to be done in a similar style to the 2006 Williams but with a lighter blue!

I'd like a 1995 Footwork style livery with Rieder & CIA. logos.

Yes, this is goooood.

Bear in mind that file uploaders will typically turn your BMPs into JPEGs or PNGs, as the former is not very efficient in terms of filesizes. So you'd always need to have a web (demo) version, and the real thing in the correct BMP 8-bit palette.

Here is the proper version of DemocalypseNow's livery (it also corrects the issue that the race numbers are sideways on the original)

Equipo Berta would like their cars in white, with dark blue sidepods and wing endplates, with Credicorp (Castañeda's personal sponsor) logos on the car.

T&D-V will go with red-white colours (Super Aguri's 2nd paint scheme comes to mind), with Petroperu, Purolator and Etna as sponsors

Unfortunately I have too many hobbies, so I only show up here once every 14 months. Still, do not remove me, I like to see the topics.

Escuderia Hernandez livery would be something amongst the lines of this:

In addition to my team, Falklands driver John Pearson (born 1999) is available for any team to take.

We'll be fine. It's Canon, non Kodak.
