EMS is IMPORTANT. A bug in this game means running driver aids higher than you ems level will cause your cars to DNF.

Design, Engineering, Mechanics and Commercial.
The first three are the stages needed to develop parts, get the car ready, get driver aids and design the car for next season (This must be done, even if the game can only handle one season, I hope to try for more.) The last is commercial which is strictly for sponsors. The better your team reputation and commercial department the more chance you have at attracting big sponsors (Will cover soon.)

First things first:
For all departments, the "Average" employees get the boot.
In the design department, they are replaced by 9 trainees.
In the engineering department, the very good employees also get released and 7 more trainees are added.
In the mechanics department, they are replaced by additional 6 trainees.

Williams will make the necessary hirings and firings to end up with the following final staff levels:
Designers: E30
Engineers: E30
Mechanics: E20
Also, we'll change our fuel tanks to 40% for the two race cars (Vettel and Kovalainen), and if allowed, we'll break into Super Aguri, Honda and Jordan to nick their EMS

We are already doing break-ins? Then lets send some of the Italian Armed Forces to raid either Renault or McLaren.

Red Bull will hire and fire staff as such until we reach E20 for all three bands.
We'll also plunder Honda, Super Aguri and Force India in that order, mostly for the EMS, but we'll take anything of use.

BMW will break into Toro Rosso and steal their EMS and anything else performance wise. We will also break into Prodrive and nick their fuel tank and anything else we can take.

Well I was going to do Commercial next, but break ins are more fun! So I will cover the RnD section now.
First Driver aids:
Only Semi Automatic Gears is legal for the first season, but you can develop and run any of them and if you are feeling brave put them on the car! There is a chance you won't get caught!
Next comes car development, I want to make it 100% clear I want all teams to have finished their 2009 car by season's end. I'm hoping the game will be stable for a season 2, if not I will still run a 2nd season and will penalise anyone that didn't complete their car anyway!
You can set the focus on car development or RND, as you can see. I will give progress updates for every team after each race. There are 16 races in the season so to get the car complete in time you need to complete at least 6-7% of the car between each race. You can adjust the slider now if you wish, but it may be best to wait until after the first race to see in how much trouble your team is!
And finally the fun part! Stealing. Not pictured here are Williams who cost 40,000 to steal from.
The cost band indicates the level of security with the higher teams harder to break into! Once in you have the option of stealing or trading. By default I will steal, but if the game gives me the "uh oh" warning I will trade instead.
Now what I will do is break in and tell you what that team does better than you and unless you said what you were after before, I will steal the highest value part.
You can attempt to break into as many teams as you want, but you can only steal from one team between each race.
Williams: All break in attempts Fail.
Prodrive: All break in attempts Fail.
Ferrari: All break in attempts Fail. (I did start the wing development, more on that later)
Red Bull: Successfully break into Super Aguri. You find the Gearbox, cooling, EMS, sidepods and airbox are all better. You can't steal the EMS, so you swap it for your Vanes design. Your EMS is now LEVEL 5.

Here is one additional point, if you wish you can cancel your security contract. You may think, "but Shadaza, why would I do that?!?"
Well if a team breaks into your base and fails to steal, they trade parts and that means you can get a performance boost!
