A short summary of all the rule changes for 1981:

1) Revised chassis building and upgrading system
Each team has to build a new chassis for 1981, as the building and upgrading system has been changed. Full rules can be found on this wiki page:

2) Revised engine building and upgrading system
A new engine building and upgrading system has been introduced as well. Full rules on the wiki page again.

3) Tyre war
4 different tyre suppliers are available for 1981: Goodyear, Michelin, Pirelli and Avon.

4) Limit on driver changes:
The number of drivers is limited to 8 per team and season from 1980 onwards

5) Money transfer between teams
Transferring money between teams can be vetoed by the sport's governing body. If I say nothing, consider them approved. I just wanted to have the possibility to veto deals like the ATS/Wolf one. I don't really mind that one, but if, for example, Penske decided to do the same thing as Wolf, a backmarker could have ended up with over 7 million. That would give that team an unfair advantage over their competitors.

March continues on to 1981, hoping that the new rules will help them to achieve better results. BRM also recognise the dire financial situation of some teams and are ready to sell engines at bargain prices!

Considering ATS Wolf is destined to drive around at the back, and this season is lost anyway, i want BRM works engines! Considering probably no-one else here is desperate enough to even consider BRM, they must be really happy to supply us!
But on the long term, i want the Porsche/TAG works deal!

Since Theodore are expecting a one-car entry for 1981, we'll naturally be looking for some engines. We'll also look into buying some belts, since we don't wish to get caught with our pants down.

The list of available sponsors has been added to the first post. Also, Toleman and Theodore have received the license to run a one-car team in 1981. Should teams withdraw or run only one car, first Toleman and then Theodore will get a second entry.
