You can distribute your cars' stat points and hire drivers now. You can make a fancy list of drivers if you want, but no one's had overlapping driver demands before, so you'll probably be good.

Yes, you have to make new stats, even if you came in the same position as last time. I don't know if you did, but that's the rule.

Just liveries left to go before the first race can be run. I don't have a specific time in mind, but if a while goes by with no submissions after most people are done, then the team(s) without a livery yet will just have a generic one based on their country.
