If you want to purchase a chassis from the factory, negotiation isn't necessary, but recommended. You might also be able to buy or lease unused cars from privateers. I believe ENB have made a car available for leasing, but I'm not totally sure.

If you want one suggestion, repair the engine instead of building a new one. It's the best one out there after all the upgrades, and repairing it is marginally cheaper than building one.
