Whoops, I mistakenly read that reduce overall drag is 2000 per 1 point . So there would be no overall drag reduce

I don't understand why FIA wouldn't let some circuits in terms of safety such as runoff. Then why F1 allowed to race at Monaco? That should be grade 4 track, altough it's great circuit.
