Yes, Paint.net is a nice free program as is the GiMP. Nothing beats working with Illustrator though:

I think the key for doing this is working at a much higher resolution then saving the images down. For the images below I worked on PNG files that were 5100 pixels wide and then resized down to 900 and then cropped to their final size.
